What does it cost to register your packaging in another EU country?

The costs for EPR registration vary significantly by country and are determined by the weight and type of packaging material, not by a fixed amount per business.

There is no fixed amount, but there is a fixed structure

When registering packaging for the first time in another EU country, businesses usually look for one figure: what will this cost. That figure does not exist as a fixed price, because each country has its own register and its own tariff system. What is consistent across all countries is the structure: a one-off or annual registration fee at the national register, and on top of that a contribution that moves in line with the quantity and type of packaging material you place on the market.

The contribution is calculated in almost all countries per material type and per weight: cardboard, plastic, glass and metal each have a different tariff per kilo. The more packaging you place on the market in that country, and the less recyclable that packaging is according to the national classification, the higher the contribution. This is the core of the system: it is not a registration fee in the sense of membership, but a contribution linked to what you actually package and ship.

Where the amount comes from

Most national registers work with a tariff structure established by the organisation coordinating collection and recycling in that country. Those tariffs are reviewed periodically and differ not only by country but sometimes by year. A webshop that registered in France last year may face a different tariff this year without any change to its own packaging volume.

In addition to the material contribution, some countries charge a separate, fixed amount for the registration itself, separate from volume. That amount covers the administrative processing of your notification and is independent of how much you sell. In other countries that registration is free and everything is included in the volume-based contribution. Businesses registering in multiple countries at the same time therefore see a different ratio between fixed and variable costs per country.

What influences the amount

In practice, the final amount depends on a few factors that you can understand for yourself. The weight of the packaging you place on the market annually in that specific country is the most important. In addition, the type of material matters: plastic film typically has a different tariff than a cardboard box, and mixed packaging is often assessed per component.

Whether you register yourself or have this done via an authorised representative also plays a role in the total costs, although that difference is not in the contribution to the register itself but in the support around it. For businesses without an establishment in the destination country, a representative is mandatory in a number of countries, which becomes a fixed part of the cost in addition to the material contribution.

Finally, the number of countries in which you are active determines how the total costs increase. A webshop supplying three EU countries faces three separate registrations, three tariff structures and three annual reports, each with their own deadline and calculation method.

How you make this clear for your own situation

Because tariffs and thresholds differ by country, and because some countries have exemptions for small quantities, it is difficult to make a good estimate without concrete data. The wizard on epria.eu is built to make exactly that difference visible: per packaging type and per country you see which register applies, what costs are involved and which deadlines apply. You can set that alongside your own packaging in a few questions without needing an account for it.

Once businesses know which countries registration applies to, they often run into the follow-up question of how that registration is practically arranged, including keeping track of weights per material type for the annual report. You can read more about this in the knowledge base with explanation per topic. For companies that prefer to have their registration guided by country, including the templates to record weights and material types, an overview of what this entails is available on the page with the subscriptions and what is included.

Whether an exemption for small quantities applies in your case, and how a supervisory authority in a specific country views your situation, is something epria.eu does not provide legal judgment on; for this we cite the guidelines and refer you to the competent authority in that country.
