How long does EPR registration in Spain take?

An overview of the phases in Spanish EPR registration for packaging, and the most common causes of delay.

No fixed deadline, but a fixed pattern

There is no legally stipulated processing time for packaging EPR registration in Spain. The time it takes depends on how complete your file is, whether you have already registered in another EU country, and whether you work with an authorized representative or handle the process yourself. What is fixed is the pattern: first preparation of data and documents, then notification to the competent register, then an assessment period, and finally confirmation allowing you to actually place packaging on the Spanish market.

Most delays do not arise in the assessment itself, but in the phase before it: gathering and submitting data in the correct way. Those who get it right the first time generally experience a significantly shorter processing time than those who have to return to their own administration midway for missing documents.

The phases in order

The preparation phase involves determining your role under the packaging rules, mapping the packaging types and weights you place on the Spanish market, and collecting business data such as registration number and contact details of a responsible party. Those who rush this phase to contact the register faster often face delays later in the process. first determine your role per packaging type and country before you start the notification; that saves a correction step afterward.

The notification phase is when the data is actually submitted to the competent Spanish authority or the affiliated producer organization. In Spain, this generally takes place via a producer register where the actual handling of contributions and reporting is carried out by a producer organization such as Ecoembes. The notification itself is usually quick; the question is whether the submitted data is accepted in one go.

The assessment phase is the period in which the authority reviews the submitted data. This checks whether the stated role is correct, whether the business data matches public registers, and whether the packaging classification logically aligns with the product type. Unclear points in this phase lead to a request for additional information, and that request is by far the biggest source of delay.

The completion phase delivers confirmation of registration, often with a registration number you need for invoices, packaging reports and sometimes for the marketplace where you sell.

Where it stumbles in practice

A large part of the delay in Spanish EPR registrations comes down to a limited number of points. Documents submitted in a language other than Spanish or English when that is required is one of them. A second is ambiguity about the role: a company registering as a distributor when it actually qualifies as a manufacturer because it packages under its own name is often sent back to the drawing board. A third is the absence of a contact point in Spain itself, when that is required in certain situations.

A mismatch between the packaging data already submitted to Verpact in the Netherlands and the data submitted in Spain also regularly leads to questions from the assessor. Registrations in different EU countries are separate from one another and are also assessed separately, even if it is the same packaging.

What you can arrange in advance

The main time saving is not in speeding up the assessment itself, but in preventing a second round of requests. This starts with correct role determination, continues with a complete and consistent packaging dossier, and ends with documents in the correct language and format. Companies that need to arrange multiple countries at the same time will also notice that each country has slightly different requirements for the same data; check per country which data are requested prevents the same error from appearing in multiple requests.

For companies that prefer not to work this out themselves, there is assisted registration per country, where the dossier is built before it is submitted to the authority. this is how assisted registration proceeds step by step provides an overview of what is requested in the process, and what the assistance costs is clearly displayed on the pricing page.
